I've been trying various things with Gimp and Inkscape, but can't get anything close.

You may wish to give GIMP's layer masks a try, as they can emulate that. Assuming you have a jpg as your background, simply do the following in GIMP
Make your background image a grayscale layer
Add a layer mask to the background
Switch to the layer mask
Select all (ctrl+a)
Do any editing you need in the mask, save, and reopen the file.

You can try Photoshop. Using the Effects tab, you can add a GIMP layer and convert it to a Photoshop.psd file. See this answer for instructions.
Using that file, you can then convert it to a template with the Free Transform tool in Photoshop.
